One town, one Town Hall, a Lockport address

The state’s municipal reference list gives the Town of Pendleton one code, 293200, and no village codes, so there’s no second village government to sort out. Town Hall is at 6570 Campbell Boulevard and uses a Lockport, NY 14094 address. So a Lockport mailing address doesn’t mean the house is in the City or Town of Lockport.

The Town describes its own map simply: level or gently rolling ground, Tonawanda Creek along the southern boundary, Sawyer Creek crossing the west side and the Erie Canal running northeast through the town. Tonawanda Creek is also where Niagara County ends. Across it is Amherst, in Erie County, and a different set of courts and county offices.

For a Pendleton house, these are the offices that matter:

  • Assessment: the Pendleton Assessor at Town Hall, (716) 625-8833 ext. 118. The Town suggests calling first to set a time.
  • Town and county taxes: the Town Clerk, who is also the Tax Collector, ext. 112.
  • Water and sewer: the Public Works Department, (716) 625-8033.
  • Estates, deeds, foreclosures and unpaid taxes after April 1: Niagara County offices in Lockport.

The mandatory water and sewer inspection

The Town’s water billing notice, linked from the Water/Sewer Department page, puts this first under “Sale of a home”: if you’re selling, call Public Works at (716) 625-8033 to schedule a mandatory water and sewer line inspection, which the notice says is required prior to closing. The Town’s fee schedule adopted December 9, 2024 lists $50 for a sold-home water and/or sewer inspection, and the notice says the fee goes on your final water bill.

  • Final reading: once you have a firm closing date, call Public Works again to schedule the final water meter reading, so the last bill is accurate.
  • Grinder pump streets: the Town lists these sections as served by grinder pump sewer: 4072–4609 Beach Ridge Road, 6679–7471 Bear Ridge Road, 6503–7340 Campbell Boulevard, 4070–5551 Tonawanda Creek Road, 7083–7127 Townline Road, and all of Irish Road, Meyer Road and Oakwood Drive. If the power goes out or the grinder alarm sounds, the Town asks you to stop using water and call Public Works.
  • Past-due bills move to the tax bill: any water and sewer balance still open at 4 p.m. on the third Friday in September goes to Niagara County for the tax bill, with a $100 surcharge per parcel. The County’s 2026 levy for Pendleton carried about $32,700 of unpaid water and $13,300 of unpaid sewer.

If the house is on a sewer system, the Town’s notice says the sewer charge is based on your water use. The County’s 2026 levy shows how many districts the Town keeps track of: two Town water districts on top of the County water district, and three Town sewer districts.

Pendleton taxes and the half-value assessment

The Town and County bill

The Tax Collector’s 2026 notice set the calendar: bills usually go out the last week of December, and payment runs January 2 to March 31 at Town Hall. Paid by February 2, there’s no interest. After that, 1% is added through March 2, then another 1% for each month or part of a month, and the roll goes to the Niagara County Treasurer on April 1. The Town also changed its mailing address for tax payments to a P.O. box in Philadelphia, and asks anyone paying through online banking to update the payee address.

The Town’s own tax FAQ is blunt about late payments: under Real Property Tax Law §924 the collector has no discretion to waive the penalty, and most banks send their checks by metered mail, which counts as paid the day it arrives, not the day you set it up.

The school bill comes from Starpoint

The Town doesn’t collect school taxes. Most Pendleton parcels pay Starpoint Central: the County’s 2025–2026 report counts 3,174 Pendleton parcels in Starpoint, at about $26.06 per $1,000 of assessed value, and 79 in the Lockport City School District, at about $31.16 plus a library charge. Starpoint’s tax collector is at (716) 210-2313.

Why the assessment is about half the price

Pendleton’s state equalization rate was 70% in 2020 and 50% in 2025. In plain terms, the Town’s assessments sit at about half of what the state estimates full value to be, so the assessment on your bill isn’t a price.

If taxes are behind, a sale can clear them at closing. Once the roll goes to the County on April 1, the Treasurer’s Office in Lockport (716-439-7007) holds the balance, and the Treasurer runs the County’s tax foreclosure auctions.

Pendleton Town Court and renting out a house

Pendleton Town Court meets at Town Hall, 6570 Campbell Boulevard, with two town justices, each with a court clerk at (716) 625-8833 (ext. 119 or ext. 120). Clerk hours are 9 a.m. to 3 p.m. on weekdays. State law lets a town justice court hear a case to recover a house or apartment (RPAPL §701), so a Pendleton eviction starts there, not in a city court.

The notice rules are the state’s. Before suing for unpaid rent, a landlord serves a written demand giving the tenant 14 days (RPAPL §711(2)). To end a tenancy at the end of its term, the landlord gives written notice of 30, 60 or 90 days, set by whether the tenant has lived there under a year, one to two years, or longer (RPL §226-c). Pendleton doesn’t appear on the state housing agency’s Good Cause Eviction list dated May 4, 2026.

Rentals are a small share here. The Census Bureau estimates about 240 of Pendleton’s 2,700 or so occupied homes are rented. If one of them is yours and the tenant is staying, you can still sell, and we can help with the tenant side depending on the situation. See selling a rental property with tenants.

How Pendleton grew, and the 2026 sewer pause

The Town’s own population page tracks the climb: 5,010 people in 1990, 6,050 in 2000 and 6,297 in 2010. The Census Bureau’s 2020–2024 survey puts it at about 7,000. The Town describes itself as a mix of farmland and modern subdivisions, and the housing numbers back that up.

  • A lot of it is new: the survey estimates about 390 of Pendleton’s roughly 2,770 housing units were built between 2010 and 2019, and about 730 in the years from 2000 on.
  • And some of it is old: about 420 went up before 1940, and the 1960s added about 480 more. The median house dates to around 1978.
  • Almost all single-family: close to nine in ten units are detached houses, and most heat with utility gas.

Growth is also why a 2026 sewer decision matters here, though not for house sales. Niagara County Sewer District No. 1 serves Pendleton along with Lockport, Wheatfield, Cambria, Lewiston and Niagara. As WKBW reported, after the storms of early August the District’s board voted on August 26, 2026 to stop approving, for six months and through February 26, 2027, any new project projected at over 2,500 gallons a day. Projects already approved, and smaller connections, aren’t affected, and an existing house changing owners isn’t a development at all.

Older farmhouse or newer colonial, we buy Pendleton houses as-is. Take what you want and leave the rest; the cleanout cost is built into our offer.

Estates, foreclosure, back taxes and title problems in Pendleton

Selling a parent’s house

Because Pendleton is in Niagara County, an estate is handled by the Niagara County Surrogate’s Court, which sits in the County Courthouse on Hawley Street in Lockport, even if the family lives across the creek in Erie County. Until that court issues Letters to the executor or administrator, the house can’t be transferred. Selling an inherited Pendleton house follows the same New York steps, filed in Lockport.

Missed mortgage payments

A Pendleton foreclosure is a Niagara County Supreme Court case, not a Town Court matter. See how to stop a foreclosure.

Property taxes past April 1

Once the Town returns its roll on April 1, the Niagara County Treasurer is the office to call for a payoff. See selling a house with back taxes.

Liens and title questions

Pendleton deeds and mortgages are recorded with the Niagara County Clerk in Lockport. See selling a house with liens or title problems.

  3. 3. Choose the date

Sell as-is, with no open houses. We cover the standard closing costs. Take what you want and leave the rest.

Most closings take 14–30 days, or on your timeline. Close in as little as 5 days. Title problems? We can close in as little as 48–72 hours, because we don’t wait on title insurance.

Is listing your Pendleton house the better move?

For a lot of Pendleton houses, yes. An updated house in a newer subdivision will usually net more on the open market with an agent than in a sale to us, and you’ll hear that from us on the first call. We’re a real Buffalo company, not an out-of-state call center. Pointing you to an agent beats buying a house that belongs on the market. A cash sale earns its place when the open market means work or waiting first: an older house that needs a lot, a grinder pump or line problem, a tenant who’s staying, an estate run from another state, or taxes already with the County. Some houses we can’t buy, and we’ll tell you early.

Pendleton sellers ask us

My address says Lockport. Is the house in Pendleton?

It might be. Pendleton’s own Town Hall has a Lockport 14094 address. If your town and county bill comes from the Pendleton Tax Collector, the house is in the Town of Pendleton.

What is the Town’s inspection when a house is sold?

The Town’s water billing notice calls it a mandatory water and sewer line inspection, required prior to closing, scheduled through Public Works at (716) 625-8033. The Town’s December 2024 fee schedule lists it at $50, and the notice says the fee goes on the final water bill.

Which school district bills my Pendleton house?

Most likely Starpoint Central. The County’s 2025–2026 report puts all but 79 of Pendleton’s taxable school parcels in Starpoint; the rest are in the Lockport City School District.

Does the 2026 sewer moratorium affect selling my house?

Not as reported. It pauses approvals for large new developments, and a house that’s already connected isn’t one.

I moved away. Can I still sell my Pendleton house?

Yes. We usually make the offer by phone.
